The California Air Resources Board (CARB) awarded $182,158 to IVCSD to develop an equity-based, Community Mobility Plan for Isla Vista. The focus of this role is to connect with the Isla Vista community to understand the most important issues relating to transportation and mobility. This will be done through various ways including but not limited to door-to-door canvassing, community outreach at popular community locations and events, supporting the organization of demonstration projects/events, tabling throughout the community, and other community engagement activities. The goal is to reach all residents in Isla Vista and to listen and gather feedback toward implementing an equitable and sustainable Community Mobility Plan. Isla Vista, CA is a close-knit oceanside town along the South-Central Coast in Santa Barbara County. It is known for its youthful atmosphere and the adventurous spirit of its residents. The Isla Vista Community Services District (IVCSD) was formed in early 2017 (Pursuant to Government Code § 61250) after decades of struggles for self-governance by the residents of this unincorporated community. The District’s adopted 2021-2022 budget includes $1.3 million for community facilities and programs, public safety services, a rental housing mediation program, a community beautification program, a compost collection service, and more. We have a small staff of a General Manager, Assistant General Manager, Community Engagement Director, and interns; along with many contractors and community partners. 


  1. Educate residents about the Isla Vista Community Mobility Plan project.
  2. Inform the community about IVCSD’s services and role in the community. 
  3. Direct contact with community members through tabling and canvassing throughout the community. 
  4. Deliver a range of innovative community outreach and engagement activities and actively gather community feedback. 
  5. Assist the Community Engagement Director with organizing 1:1 and group interviews with community stakeholders. 
  6. Assist the Community Engagement Director in the development, design, and delivery of community events, including transportation and mobility events, public education forums, town hall meetings.
  7. Conduct mini intercept surveys at events, demonstration projects, and pop-ups to assess satisfaction. 
  8. Assist the Community Engagement Director with creating flyers and social media posts/engagement for the project.  
  9. Publicize the project and events through flyers, posters, social media, and networking with residents, local groups, businesses, and organizations. 
  10. Attend meetings and work as part of the project partnership with Isla Vista Youth Projects, Santa Barbara MTD, and Santa Barbara County.
  11. Attend Community meetings as needed to share information about the project. 
  12. Recruit and support local community members to become volunteers, and ensure that they remain engaged and involved.
  13. Compile and write reports of feedback and data collected. 
  14. Working in different environments (both from home, office-based, and on the ground), at times best suited to the community including evenings and weekends.

OTHER DUTIES: To support IVCSD operations other duties, responsibilities, and activities as assigned. This position requires work on weekends and evenings as needed.


  • Google of Drive for storage; Docs, Sheets, Slides, Forms, and Sites for collaboration.
  • Community engagement and/or organizing.
  • Transportation modes and systems throughout Santa Barbara County and specifically in and around Isla Vista. 
  • Theories on social change, community building, youth & families, public goods.
  • Experience using creative platforms for community engagement, such as design, art, photography, or video.
  • Social media applications
  • Agile/SCRUM/Kanban work systems/methodologies are preferred but not required
  • Zoom, and/or other virtual meeting platforms
  • Some knowledge of local government in California is preferred but not required.


  • Build strong relationships with and negotiate a wide array of partners including youth and families, other government agencies, students, seniors, nonprofits, businesses, property owners, and community groups.

  • Has a passion for community engagement. 
  • Canvassing experience is a plus.
  • Bilingual preferred.

Some completed coursework leading to an undergraduate degree or certificate is preferred but not required.
